What you must meet before you can even sit the exam…

This is one of the most common questions I get.

You do not need formal qualifications to become a FIFA Licensed Football Agent.

No degree.
No prior job title.
No football background required.

But you must pass FIFA’s eligibility checks before you are even invited to sit the exam. This is where many people get caught out.

FIFA is not testing your knowledge first.

FIFA is checking who you are first.

You must be eligible before the exam

FIFA will only invite you to the exam if you pass the eligibility requirements.

If you fail the checks, you do not get to sit the exam.

You must stay eligible after you get your licence

This is the part many people miss.

Eligibility is not a one-time check.

It is ongoing.

If your circumstances change after you become licensed, you may have to:

• Cancel your licence
• Or have it suspended

You must not make false statements

At application and at all times after:

• No false information
• No misleading information
• No missing information

If FIFA finds out later, your licence is at risk.

Criminal history rules

You must never have been convicted, or reached a settlement, for matters linked to:

• Organised crime
• Drug trafficking
• Corruption or bribery
• Money laundering
• Tax evasion
• Fraud
• Match manipulation
• Misuse of funds
• Forgery
• Legal malpractice
• Sexual abuse
• Violent crime
• Harassment
• Exploitation
• Trafficking of children or vulnerable adults

This is absolute.

Previous bans from governing bodies

You cannot have been:

• Suspended for 2 years or more
• Disqualified
• Struck off

By any regulator or sports body for ethical or professional misconduct.

You cannot work inside football structures

You cannot be:

• An official or employee of FIFA
• A confederation
• A national association
• A league
• A club
• An organisation that represents clubs or leagues

The only exception:

If you sit on a FIFA or association body that represents Football Agents.

You cannot own or hold interest in a club

You must not, personally or through your agency, hold any interest in:

• A club
• An academy
• A league
• A single-entity league

You cannot be both agent and owner.

You cannot have acted as an agent without a licence

In the 24 months before applying:

• You must not have provided Football Agent Services without a licence

This catches many people who have been “helping players” informally.

Bankruptcy rules

In the last 5 years:

• You must not have been declared personally bankrupt
• You must not have been a majority shareholder, director, or key officer in a company that went bankrupt, into administration, or liquidation

Links to betting companies

In the last 12 months:

• You must not have had any interest in a company involved in sports betting

Direct or indirect.

When must you meet these rules?

You must meet them:

• At the time you apply
• To be allowed to sit the exam
• At all times after you are licensed

FIFA’s General Secretariat investigates this.

Not your association.

Not your lawyer.

FIFA.

The mistake many people make

They focus only on studying for the exam.
